Try something different. Don’t use a collar and leash. Buy him a harness where the least is attached between his shoulders. It may be that the least pulls the collar uncomfortably against his windpipe. We don’t use a collar and nor do the majority of Sheltie owners. A harness does strain the neck or choke the dog, so they are much more amenable on a leash.

Awww… but he’s still a baby! Sounds like he’s very intelligent, just hasn’t grown into his brain yet. He’ll get there in a couple of years. In the meantime, enjoy puppyhood.
